Working toward an Example Issue (rebel)
Start by Googling "Pros and Cons" for the many sites that address national issues in terms of the end result of Issue Papers..
The fundamental questions on working issues are
1. How to develop those issues in a manner which is (in so far as possible) a neutral point of view.
2. How can the format be improved as the effort expands?
3. How to work out and mediate the questions on format issues as we expand?
Below is an initial stab at the layout
I. What is the issue as we currently formulate it?
I. A. What are the major questions which fall out of the initial expression of the issue.
II. Why is this Issue Important?
III. What are the preliminary assumptions going into the research on this issue?
IV. Who are the major interested parties and how have they approached the issue and what are their solutions?
